The documents are setup and edited only from the management Site  Dashboard although the Site Documents section is available in the engineers login and can be accessed and viewed by any engineering login.
Permissions  Although document are available to the Engineers, specific folders can be hidden from the engineering login if required e.g. the HSE document folder is generally hidden from the engineers by default.
